Yes, you can — and you're legally required to
Being on a debtor registry like ASNEF does not legally prevent you from taking out car insurance. In fact, the law obliges you to have it: no vehicle may be driven or parked on a public road without civil liability insurance, whether you are on a registry or not. No rule allows an insurer to deny you the mandatory cover for appearing on ASNEF.
It is a different matter that some insurers make things difficult in practice. But with the right payment method, the policy gets issued — same day.
Where the real problem lies: the payment method
Paying in instalments — monthly or quarterly — is in practice a form of financing: the insurer advances you a year of cover and trusts it will collect the payments. That is why some insurers check credit registries before accepting instalments, and that is where ASNEF can block the deal.
The solution is simple: pay the full year up front, by card or bank transfer. With no credit involved, most insurers do not even check the registry. And as a bonus you avoid the instalment surcharge, which makes the policy more expensive at almost every insurer.
Which insurers object
Every insurer has its own policy: some check registries only for instalment payments, others also look at whether you have bounced payments with them or with other companies in their group, and a few check nothing at all if you pay up front. The record that weighs heaviest is not ASNEF but unpaid premiums on previous insurance: a policy cancelled for non-payment causes more trouble than a phone bill debt.
