What Ley 5/2025 says
Ley 5/2025, of 24 July, amends Spain's law on civil liability and motor insurance to include personal mobility vehicles (VMP). In practice: every e-scooter must carry civil liability insurance, just like a car or a motorbike.
The obligation comes into force in January 2026, and its implementing regulations also add an official vehicle register and a circulation certificate.
Exactly who is affected
Motorised vehicles with a design speed between 6 and 25 km/h: e-scooters and other personal mobility vehicles. Light personal vehicles over 25 kg that exceed 14 km/h are also included, with their own adaptation period.
Pedal-assist bicycles (no throttle, up to 25 km/h) are outside the obligation.
Fines for riding without insurance
Riding without the mandatory insurance carries fines of between 600 and 1,000 euros, plus impoundment of the scooter. With policies costing just a few euros a month, the risk is never worth it.
How much it costs and what it covers
Basic civil liability for an e-scooter is among the cheapest insurance on the market: we are talking about very low annual prices. It covers the damage you cause to others — a pedestrian knocked down, a broken wing mirror — which is exactly what the law requires.
For a little more you can add theft, own damage or roadside assistance. If you ride your scooter every day, it is usually worth it.
